Organizational Setting

The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and  advocates at the local, national and international level for policies that contribute to rural transformation.

The Office of Development Effectiveness (ODE) ensures that IFAD's supported projects are set to achieve their maximum impact and serve as a learning opportunity for future ones. Specifically, ODE is responsible for managing, measuring, and facilitating the effectiveness of IFAD operations, including adequately incorporating knowledge into operations. Through the systematic integration of research findings, lessons learned, innovations and best practices into IFAD's project design, implementation, and self-evaluation processes, the effectiveness and impact of IFAD-supported initiatives are enhanced. ODE contributes to three key corporate objectives:

  • Enhancing accountability and transparency of operations.
  • Driving operational effectiveness and efficiency.
  • Supporting the strategic prioritization and allocation of resources.

ODE is led by a Managing Director and is comprised on four units: Operational Policy Unit (OPU); SECAP, Mainstreaming and Quality Assurance Unit (QAS); Results, Resources and Systems Unit (RRS); and Impact Assessment, Knowledge Management, and Innovation Unit (IKI).

Job Role

The Technical Specialist Geospatial Analysis (P-3) will develop and strengthen policies, procedures, standards and systems for ensuring integration of geospatial data and analysis in country strategies, project design, and implementation stages, focusing on geospatial data management for Monitoring & Evaluation (M&E), procurement oversight, and SECAP compliance. The Technical Specialist Geospatial Analysis will also coordinate capacity building initiatives, undertake partnership efforts, and engage with internal and external stakeholders and networks regarding geospatial analysis.

Key Functions and Results

i. Geospatial Integration in Monitoring and Evaluation (M&E)

  • Systematize the use of geospatial data in M&E processes to improve the accuracy and reliability of project performance tracking, evaluation and impact assessment.
  • Develop data standards and workflows for integrating geospatial data into M&E frameworks, enabling the visualization of project outputs and outcomes through maps and spatial analysis.
  • Develop procedures, data standards and workflow to guide project teams in data collection and GIS integration for improved project monitoring. Ensure that M&E indicators with a spatial component are accurately measured and reported, using geospatial tools to capture data such as land coverage, infrastructure locations, and environmental changes.
  • Facilitate the use of geospatial technologies to support adaptive management by identifying patterns and trends that inform decision-making and improve project interventions.
  • Ensure GIS data consistency across divisions, enabling IFAD to meet M&E, auditing, and reporting needs effectively.
  • Develop and support the development of web maps, dashboards, and interactive visualization tools to enhance project impact communication, ensuring that innovative practices are adopted to strengthen the overall impact of IFAD projects.
  • Collaborate with regional teams and IFAD M&E Unit to develop and implement geospatial dashboards and reporting tools that visualize project progress and impacts, improving transparency and communication with stakeholders.

ii. Integration of Geospatial Analytics for COSOPs and Project Design

  • Incorporate requirements for the use of geospatial information into operational procedures for COSOP and project design, promoting strategic use of geospatial data.
  • Develop and implement procedures, standards, and guidance for leveraging geospatial analytics in COSOP and project design, focusing on geographic targeting, risk assessment, and intervention planning.
  • Implement geospatial analytics in COSOPs and project design stages to support geographic and beneficiary targeting, risk screening, and adaptive management.
  • Roll out dedicated geospatial support services for project design teams, providing expertise in data analysis and mapping to strengthen project design and effectiveness.

iii. Systematization of Geospatial Data in Project Implementation

  • Integrate georeferencing requirements, standards, and guidelines into operational procedures for project-level M&E, procurement, supervision, and audits, ensuring comprehensive geospatial data use.
  • Develop and update procedures, standards, and guidance for the collection, centralization, and application of geospatial data across project implementation stages, including M&E activities, procurement tracking, supervision missions, and SECAP compliance monitoring.
  • Conduct an inventory and centralization of geospatial data from IFAD Units, Divisions, and PMUs, streamlining data integration for strategic and operational use.
  • Explore geospatial incorporation possibility with the Operational Results Management System (ORMS) and other systems.
  • Work with consultants and technical teams to create maps and maintain administrative boundaries for project tracking, auditing, and transparency.
  • Roll out the services of the geospatial unit, ensuring that geospatial data is systematically integrated into project implementation for enhanced accountability and informed decision-making.

iv. Training and Capacity Development

  • Build the capacity of PMUs in geospatial data collection and analysis, including training project level M&E teams and guidance on the use of tools such as tablets, GPS devices and GIS apps to enhance field data accuracy.
  • Train M&E and project teams on how to collect, analyze, and use geospatial data effectively, enhancing their capacity to monitor project activities and outcomes in real time.
  • Coordinate with regional teams to ensure GIS capacity is embedded across IFAD's operations, equipping PMUs and other teams with the necessary tools and training for efficient data gathering and analysis.
  • Facilitate training programs to promote GIS use in IFAD, building a culture of data-driven decision-making.
  • Build the capacity of regional and country teams to utilize geospatial data, equipping them with the necessary knowledge and tools for enhanced data-driven planning and decision-making.

v. Policies and Procedures

  • Collaborate with the ICT Division to enhance IFAD's geospatial data library, ensuring it is updated and optimized for efficient data management and access.
  • Develop and implement comprehensive procedures, standards, and guidance for the systematic use of geospatial data across project implementation, COSOPs, and design processes.
  • Ensure alignment of geospatial data practices with IFAD policies, facilitating consistent and compliant use of geospatial information for project planning and monitoring.
  • Lead GIS Unit operations, standardizing georeferencing procedures to maintain data accuracy for all project stages.

vi. Data and System Management, and Strategic Partnerships

  • Engage with external partners (e.g., European Space Agency, FAO) to incorporate high-resolution remote sensing data to support IFAD's project compliance and monitoring needs.

Key Performance Indicators

Key performance indicators for the Technical Specialist Geospatial Analysis will include integration of geospatial data into M&E, analytics integration in COSOPs and project design, data consistency and accessibility of centralized geospatial data, training effectiveness, and policy compliance, as well as the success of strategic partnerships. The key results have an impact on the compliance of operations with IFAD rules, regulations and policies, implementation of corporate operational strategies and the monitoring and reporting on achievement of results. Assignments require the provision of solid technical expertise and input for the area of their responsibility, as well as in knowledge sharing with peers and counterparts.  The work goes beyond technical analysis and synthesis to include the development of knowledge products, tools and strategies, evaluation of compliance and lessons learnt and best practices. The work is considered complex; requiring in-depth technical knowledge and expertise. The position works independently and with authority, and is accountable for the results of their work.

Working Relationships

Work at this level is characterized by client-oriented technical expertise on data management and geospatial analysis. The Technical Specialist (Geospatial Analysis) builds and maintains collaborative working relationships with the Office of Development Effectiveness (ODE), the Department of Country Operations- (DCO), Office of Technical Delivery (OTD) and the Information and Communications Technology Division (ICT) to ensure that standardisation of the use of geospatial analysis and results are used effectively throughout IFAD's project cycle.

Education:

  • Level - Advanced university degree.
  • Areas - Geospatial Sciences, Remote Sensing or a similar field.
  • Degree must be from an accredited institution listed on whed.net.

Experience:

  • At least five (5) years of progressively responsible experience in geospatial coordination, data integration, or GIS-supported M&E, design and implementation in development settings.
  • Experience working in the field, in rural areas of developing countries, and using GIS, remote sensing, geospatial analysis, and Earth Observation data in relation to monitoring and evaluation is an advantage.
  • Full command of office applications (Word, Excel, PowerPoint), standard GIS/geospatial software (e.g. ArcGIS, QGIS) and ability to work with other relevant technology and procedures (e.g. web-based databases and other statistical applications) to collect, organize, share and use information.

Languages:

  • Required: English (4 Excellent)
  • Desirable: French, Spanish, or Arabic
